Update on our Neighbourhood Plan
In January 2018, a public meeting was held and this presentation was given; http://debenhamnp.onesuffolk.net/assets/documents/DebenhamMeetingPresentation.pdf
The Regulation 14 statutory consultation period ended on the 16 March 2018.
We received 418 responses from residents, businesses and from the statutory consultees.
This equates to approximately 20% of the adult population of the village, though happily, we did have a number of responses from the younger members of our society. This excellent response means that residents from over a third of the total number of households in the village made their voices heard.
More specifically, in answering Question 1, ‘Are you happy that the plan provides the optimum solution for managing the development of the village?’ 354 (85%) said ‘Yes’, 48 (12%) said ‘No’ and there were 16 (3%) non-responders. Question 2, ‘ Does the plan take the right approach to steering development to the south of the village, thereby minimising the potential impact of flooding and traffic movement?’ 356 (85%) said ‘Yes’, 44 (11%) said ‘No’, and 18 (4%) were non-responders.
We have been informed by the District Council, that we now need to undertake a Strategic Environmental Assessment to accompany the Neighbourhood Plan. We have secured ‘Locality’ funding for the technical expertise that is going to be required to do this work. As a consequence, AECOM have been commissioned to complete the study. As part of this work, AECOM are required to consult statutory organisations, and so this will take about 8 – 12 weeks.
In the meantime, the Parish Council, will consider all of the responses everyone has made so far. We shall then make any appropriate changes to the Plan, before it is submitted to the district council, who will then arrange for it to be independently inspected. All being well, the village referendum on the Neighbourhood plan should be held between September and November. So, after 6 years in the making, Debenham should have its own approved Neighbourhood Plan in place, which should help deter any future hostile planning applications.
